This theory evidence that a State, that is the main actor in International Relations, will always want to invite power to protect himself and is the way it will feel more secure. They believe that it is all about power and about the distribution of power around the world.

Thucydides said that it was all about power, he was the first realistic writer and he considered the war between Athens and Sparta.
