I believe that people who think that rules were meant to be broken are those people who are scared to be accountable for their own wrong doings.
For obvious reasons, we grasst do such inappropriate behaviour because it could disturb people around you who are really serious on studying and filling up their heads with knowledge.
We can encourage our peers by setting an example or being role models for them ourselves. It is because fliers and speeches are just plain in any case boring. They usually use their left ear to listen and permit it out from the other side. Its more effective if they can see how the others behave.
